“Innovation only gains meaning when ideas are transformed into entrepreneurship and scaled into impact.”
What is a Regional Development Agency?
A Regional Development Agency (RDA) helps innovative companies grow while strengthening the long-term competitiveness and resilience of a region. The Netherlands has nine RDAs, and InnovationQuarter is the RDA for South Holland.
We support startups, scale-ups and innovative SMEs that face challenges on their growth journey, whether that is accessing funding, entering new markets or finding the right strategic partners. Through investment, advice and our extensive network, we help entrepreneurs move forward.
We work closely with businesses, knowledge institutions, investors and governments to strengthen the regional innovation ecosystem, enabling innovations to reach the market faster and scale more effectively. We also help international companies establish and grow their presence in South Holland.
Annual report 2025
In 2025, we helped mobilize nearly a quarter of a billion euros in additional private, public and international capital to support the growth of innovative companies in South Holland. Read our latest annual report.

The power of collaboration
The major transitions of our time require not only new technologies, but also the right conditions to deploy them at scale. This includes access to space, talent and energy infrastructure. That is why we work closely with entrepreneurs, knowledge institutions, governments and the Economic Board Zuid-Holland (EBZ) to strengthen the region’s business climate and build a resilient, future-ready economy for South Holland.
