Cyemptive Technologies expands into The Hague to advance European cybersecurity
With a mission to rewrite the rules of cyber defense, Cyemptive Technologies has now landed in The Hague, leveraging the Netherlands’ cybersecurity capital as its launchpad into Europe.

Official launch: Cyemptive Technologies announces European HQ in The Hague at RSAC 2025, joining Europe’s leading cybersecurity ecosystem.
Transforming cybersecurity from reactive to pre-emptive
Cyemptive Technologies was founded by cybersecurity visionary Rob Pike, driven by a bold mission: to transform the cybersecurity landscape from a reactive model to a fully proactive one. Pike is a seasoned cybersecurity innovator and former Hitachi and Microsoft executive, known for pioneering pre-emptive threat solutions and holding numerous technology patents. The company was established in response to the growing urgency to stop cyber threats before they cause damage, particularly Zero Day attacks, which often slip past standard security defenses without being detected or stopped. With that motivation, Cyemptive set out to create a new standard in digital security.
Why The Hague: a strategic ecosystem for cyber growth
As Cyemptive scales internationally, it chose The Netherlands – and specifically The Hague – for its European base, which is widely recognized as Europe’s cybersecurity capital. The region offers a powerful mix of top-tier knowledge institutions, innovative companies, and public-private collaboration.
Already partnering with TNO/PCSI, Cyemptive is now based at the HSD Campus, with direct access to industry leaders, researchers, and EU policymakers. This proximity allows the company to tailor its services to European regulations and sector needs.
Scaling with ecosystem strength
Cyemptive is entering the European market in a high-growth phase, having already proven its unique cybersecurity solutions. The company is supported by the region’s strong cybersecurity ecosystem, which offers access to specialized talent, public-private innovation opportunities, and collaboration with R&D partners like TNO and Security Delta (HSD). This environment enables Cyemptive to fast-track its Proof of Concept Center and expand local service delivery.
Looking ahead: setting the standard in Europe
Over the next 3–5 years, Cyemptive aims to become the go-to standard for pre-emptive cybersecurity in Europe, with plans to build a regional team, launch new service hubs and collaborate with governments and critical infrastructure sectors.
“We chose The Hague because it’s Europe’s beating heart for cybersecurity innovation, offering the perfect ecosystem of trusted partners, talent, and policy access to launch and help European critical infrastructure sectors.”
— Rob Pike, Founder & CEO, Cyemptive Technologies
Local leadership driving European growth
Leading Cyemptive’s European operations is Wessel Graatsma, Vice President Europe and Country Manager. Based at the new headquarters on the HSD Campus in The Hague, Graatsma will oversee the company’s growth strategy, build out the local team, and strengthen partnerships with European government, critical infrastructure sectors, and cybersecurity innovators.
Strong support from regional partners
Cyemptive’s expansion was supported by InnovationQuarter and the Netherlands Foreign Investment Agency (NFIA). Together, they helped guide their market entry strategy — from introducing the company to key stakeholders and ecosystem partners to supporting them in identifying the new headquarters location at HSD Campus and securing future-proof data center partnerships. Their pre-emptive and collaborative approach made the decision to enter the Dutch market a straightforward one for Cyemptive.
